At the 2025 China Computing Power Conference, Deputy Minister of Industry and Information Technology Xiong Jijun delivered an important speech, comprehensively reviewing the achievements of China's computing power industry and systematically planning the future development direction. This sets a guideline for action as the Chinese computing power industry moves towards a new phase of higher quality, optimized layout, and deeper integration.
In terms of development achievements, China's computing power industry has made large-scale, high-quality breakthroughs. As of the end of June 2025, the standard racks in use in computing power centers reached 10.85 million racks, and the intelligent computing power scale climbed to 788 EFLOPS. In terms of carrying capacity, more than 250 "Eastern Data Western Computing" trunk optical cables have been planned and constructed, and the direct optical layer link between the "Eastern Data Western Computing" clusters has been widened to 1,232 Tbps, with the number of trunk 400G ports increased to 14,060. The total storage capacity surpassed 1,680 EB, and the average power usage effectiveness (PUE) of computing power centers nationwide dropped to 1.42. These figures not only reflect the hard strength of China's computing power infrastructure but also mark a critical step forward in its green, low-carbon, and efficient development.
In terms of infrastructure construction, Deputy Minister Xiong Jijun clarified the core goals of "diverse ubiquity, intelligent agility, safety and reliability, and green low-carbon." Currently, China's computing power platform has officially completed the access work of sub-platforms in 10 provinces and cities in Shanxi, Liaoning, Shanghai, Jiangsu, Zhejiang, Shandong, Henan, Qinghai, Ningxia, and Xinjiang. This achieves comprehensive connectivity of "platform, entity, resources, ecosystem, and scenarios," and the new pattern of computing power development characterized by "global overview, domain collaboration" has initially taken shape.
In the future, cross-departmental coordination will be strengthened to promote the systemic and high-quality development of the computing power network "points, chains, networks, surfaces" system. At the same time, we will orderly guide the construction of computing power facilities and improve the layout policy system—in optimizing the overall layout of national computing power infrastructure, guiding localities to reasonably plan intelligent computing power facilities, and continuing to advance the construction of national green data centers. This will further enhance the quality and efficiency of computing power resource supply and usage, solidifying our competitive advantage in the information communication industry.
Innovation and industrial integration are the core driving forces for the development of the computing power industry. The speech proposed to strengthen the dominant position of enterprises in innovation and promote the deep integration of technological innovation and industrial innovation. On one hand, efforts will be accelerated to break through key core technologies such as GPU chips and expand the supply of basic common technologies. On the other hand, the computing power "list-unveiling" action will be deeply carried out to accelerate the application and promotion of new technologies and new products, driving the leap in industrial capability through technological breakthroughs.
In terms of building the industrial ecosystem and empowering applications, several specific measures have been clearly defined. The construction of the "Intelligent Computing Ecosphere" will be promoted, and mature technology products and solutions will be popularized; the implementation of the city's "millisecond computing use" special action will meet the industry's demand for low-latency computing power; the construction of China's computing power platform will be accelerated to deepen the empowerment of computing power in various industries, making computing power a core engine for promoting industrial digital transformation.
Open cooperation is an important path for the high-quality development of the computing power industry. Deputy Minister Xiong Jijun emphasized that efforts will be further made to expand the scope of open cooperation, gather global innovative resources through high-level openness, promote coordinated industrial development, and help China's computing power industry occupy a more advantageous position in global competition. This contribution will enhance global computing power infrastructure construction and industrial development.
